DATOS Help Desk (DATOS Project) is the geospatial applications initiative of the Department of Science and Technology-Advanced Science and Technology Institute (DOST-ASTI) which applies Machine learning, Artificial Intelligence (AI) and different data science techniques to remotely sense data from satellite images and weather data. It also uses Remote Sensing (RS) and Geographic Information System (GIS) to produce geospatial outputs that can be used for disasters, agriculture and other purposes. DATOS Project has developed a way to map out crops by using satellite images and by extracting the temporal signature of crops which is similar to a voice recognition technique, determined through radar satellite images. With a partnership with the Sugar Regulatory Administration (SRA), DATOS helps automate the mapping of sugarcane plantations for yield prediction and disaster monitoring. The same methodology can be used to map out other crops with known temporal signature such as rice and corn. Also, DATOS produces flood situation maps by retrieving satellite images and letting AI identify flooded areas from these imageries. DATOS is able to detect floods in areas that are hit by heavy rainfall and sends these mapped out areas to the respective DOST regional offices in the event of severe weather disturbances. Other objects that have been detected by the project from satellite images using AI include road networks, ships, land cover classes, and built-up areas.

EQRNet- Earthquake Response Management
Christchurch
New Zealand
The earthquakes in Canterbury, Marlborough, and Wellington caused major loss of life and financial losses over $50B demonstrating the consequences of an earthquake event are severe and long lasting. Christchurch experienced red-zoning across the entire central city causing major economic and societal disruptions. GeoNet has been Council’s principal source of information when managing immediate and longer-term earthquake response actions. However, there are less than 25 GeoNet sensors in Christchurch, only 4 on the outskirts of the central city, and none in the CBD itself. Therefore in July 2018, the Smart Christchurch programme at Christchurch City Council (CCC) initiated a three year trial of the earthquake response network, EQRNet, with local company Canterbury Seismic Instruments (CSI). EQRNet is a dense network of more than 150 ground-based accelerometers which allows Council to manage its earthquake response in real-time; safeguarding communities, staff, and assets above and below ground. This trial was initiated on the back of a 10-sensor pilot in the Christchurch CBD which demonstrated significant variations in ground-shaking over distances as small as 100m. This proved that a much greater level of monitoring is required than currently exists through GeoNet instrumentation.
Using EQRNet, we instantly compare localised shaking to every building's design intent and NZ Building Code Limit States using best-practice spectral analysis techniques. The network’s output provides defendable real-time information to building managers, emergency teams, and the public, allowing better management of response during seismic events.

The data collected from the activation of these signs will also be integrated into open data. The project intends to deliver smart warning signs at 20 of 200 sites across Logan City.

NB-IoT Smart City Fire Control
Zhejiang
China
From 2018 to 2019, Zhejiang Mobile teamed up with Zhejiang government regional offices and Chinese technology provider to deploy the NB- IoT based fire alarm system, which includes NB- IoT smoke detectors, Fire monitoring platform, Fire alarm APP, and Zhejiang mobile’s NB- IoT network. When fire or smoke is detected, an alarm is activated to alert people in the building or elsewhere through SMS and/or a dedicated app in a timely manner. The affected people can address the situation first- hand, and control the smoke or fire by switching off the gas, opening the window, etc. If no further help is needed, they can shut off the alarm and the fire service is not summoned. Algorithms such as dust compensation and big data analysis are also implemented to avoid false alarms. However, when the pre- determined threshold of smoke or fire is reached, the alarm will be sent to the backend management platform, notifying the building manager and escalating information to the nearby fire station for emergency response. The NB- IoT fire alarm system is unique as it uses cellular connections between the smoke detectors and requires no cabling. Quick rollouts can be achieved even in older, densely packed areas of the city. This system is visible from end to end that when the smoke detector is faulty or the battery is low, an alarm will be raised. Signals and connections between smoke detectors and the server are regularly tested to ensure that they are stable and reliable in order to avoid a missed detection.

China
The Zhengzhou City Brain project is designed to enhance more advanced digital solutions for the government, economy and society, improving public welfare. Faced with the outbreak of COVID-19 since January 2020, the Zhengzhou Prevention and Control HQ worked closely with the Zhengzhou City Brain project team to build a data monitoring system for epidemic prevention and control. The system allows citizens to access risk information and reports over the Internet. In addition, the system synchronizes and distributes a list of high-risk individuals to communities and enterprises in a timely and accurate manner. The departments identify and isolate individuals at different risk levels. The list of key individuals that match the data model in the system is actively identified and automatically transmitted to departments related to epidemic prevention and control. Meanwhile, the intelligent call of the system and door-to-door inspection are performed to track high-risk individuals, which enables a closed loop of data entry, task allocation, and inspection personnel allocation.
Zhengzhou City Brain is the first solution that uses its data sharing platform to enable the exchange of outbreak-related statistics in each municipal department. The platform has analyzed 16 million pieces of data covering 42 categories, including information on confirmed infections, suspected infections, people with close contacts near confirmed infections and traffic conditions. There are 7 subsystems built on this platform to help prevent and control epidemics: the fever clinic registration system, health registration system for people that travelled to or through Zhengzhou, residential community health registration system, employee health registration system, key individual monitoring system, intelligent outbound call system for emergency response, and epidemic trend analysis system. The data sharing and business collaborations among these systems help the Zhengzhou government quickly develop an epidemic prevention and control mechanism by using the model in which the government manages enterprises, enterprises manage employees, and communities manage isolation.
The system has made Zhengzhou the first city in China able to acquire real-time health updates on 10 million of its citizens and it effectively reduces the manpower and risk of cross-infection compared to the traditional man-to-man monitoring system. It also provides powerful data support for accurately detecting the COVID-19 and predicting epidemic trends.

Quarry Bay, Hong Kong
One Taikoo Place, a brand-new triple grade A 48-storey office tower developed by Swire Properties has implemented Neuron, helping the building to achieve 10-15% energy saving of the HVAC system. Neuron seamlessly integrates One Taikoo Place’s BIM model with further customisation of asset management functions as per Swire Properties’ requirement. All real-time data from BMS, IOT, people counting system are integrated into Neuron for big data analysis and can be accessed anywhere within the Taikoo Swire complex. With the computational power of AI and IoT, Neuron enables One Taikoo Place to actively respond to a dynamic environment in advance based on prediction and self-learning ability, thus enhancing management efficiency in this connected commercial hub building. Neuron’s data-driven operation automates manual workflows, so operators can better monitor, filter and manage alarms and alerts to determine the best course of action for a situation. By analysing historical data in One Taikoo Place, AI algorithms uncover hidden patterns, better estimate future energy usage and thus allow better planning that supports general building operation. It gives buildings the capability to quickly predict and adapt to environmental changes and learn the best configuration combinations in a way that humans could not. Neuron verifies fault occurrences and generates timely responses to abnormal or threshold triggers by the platform. The system also allows predictive maintenance to be scheduled in advance. One of the most innovative features is the interaction between the building’s 3D BIM and real-time data captured automatically from building management and HVAC systems using open protocols including Building Automation and Control networks (BACnet) and Modbus. Operators at One Taikoo Place can therefore visualise specific parameters and statistics for an item through interactive and responsive dashboards, making building performance data more transparent and usable. Devices in chiller plant, including chillers, cooling towers, pumps are modelled by neural networks to form a system which precisely and accurately describes performance and energy consumption under different working conditions. Based on energy demand forecast, it is then feasible to find the optimal settings for all devices in advance and make recommendations accordingly. Also, optimised building system settings should be based on dynamic environment parameters such as indoor air quality, occupancy and outdoor environment. With new capabilities enabled by machine learning, operational settings of air handling units can be adjusted more flexibly in building management systems to achieve energy reduction and better building performance. Through combining BMS-captured environmental data with staff movement data from motions sensors, Neuron allows One Taikoo Place operators to identify patterns in staff interaction and workspace usage, which provides better insights into the building’s HVAC and lighting systems, allowing any necessary adjustments in ventilation and space conditioning to be made. By understanding optimal ventilation and temperature levels for a specific day, operators can design more comfortable and customisable workspaces to enhance employees’ motivation and productivity. Through applying Neuron, One Taikoo Place can use the data collected by motion and occupancy sensors at a building level to regulate air-conditioning and lighting in real time, lowering operation costs such as energy bills and optimising internal environment.

SUSTAINABLE INFRASTRUCTURE
Blockchain Initiative for Renewable Energy Using Palm Oil
Nationwide
Malaysia
Malaysian Industry-Government Group for High Technology (MIGHT) started trialling blockchain initiatives in some of the country’s largest industries namely:
  1. Powering renewable energy - MIGHT is monitoring the progress of energy companies that are trialing the blockchain technology under ‘proof of concept’ initiatives. Blockchain can speed up the adoption of renewable energy, putting energy on the blockchain means that sellers must declare how their electricity is generated. This transparency allows people to buy electricity on blockchain directly from sources of their choosing. Buyers can even connect with private solar panel owners to buy their excess electricity. These one-to-one blockchain-based transactions are much more efficient and waste less electrical energy than distributing electric power over long distances from power stations.
  2. The Palm oil industry - Blockchain can help to grow the agriculture sector and MIGHT is exploring its use in palm oil. For instance, the agricultural industry can put their produce and certifications on blockchain, which can allow sellers and consumers to track the source of their palm oil and monitor all transactions for palm oil supply chains to ensure that they are sustainable. This will then allow the government to track whether palm oil comes from sustainable sources and regulate these practices to be more sustainable.
The government hopes that blockchain will not only help boost the country’s economy but also increase transparency and sustainability in those sectors.
